(2) Realization of Ideal Research and Development Systems by Making National Testing and Research Institutions Separate Administrative Corporations


When National Testing and Research Institutions become separate administrative corporations, there will be a transition from the prior management methods of the past to after-the-event checks in accordance with strict assessments, and the achievement of flexible organization, personnel, and financial management will make it possible to create and apply outstanding research results which make full use of the characteristics and functions of research institutions.

Because such flexible organization and personnel management will become possible, it is expected that an environment will be developed which encourages researchers to attack their research themes with stronger desire, and that the quality of research personnel are improved.
