Chapter 3: Future Science and Technology Policy in Japan

To achieve their goals in science and technology, the principal advanced nations pick up R&D fields that are vital to the nation, prioritize the investment of R&D resources, make infrastructure improvements that expedite the utilization of the outcome of that R&D, and comprehensively and strategically strive to strengthen basic research and invigorate overall R&D activity. Among the future issues cited in followup to the Science and Technology Basic Plan were the establishment of plain scientific and technological goals, the promotion of basic research, and upgrading research environment that are conducive to the drive for world-class science and technology. In short, Japan requires science and technology policy that is comprehensive and strategic. Here, the discussion focuses on the type of science and technology policy that Japan must now pursue.
