Many of the research and training facilities mentioned in section 1 have advanced and specialized personnel, equipment, knowledge, information, technology, and other assets that could be used as valuable resources for lifelong learning. There has already been some progress toward the utilization of these resources in elementary and promotional programs. It is hoped that they will be used increasingly in such areas as the establishment of courses at more advanced and specialized levels.
