1. Expanding Learning Opportunities


Responses to the diversification of learning activities were discussed in section 1. One of the key priorities in that context is the expansion of opportunities for structured, ongoing learning at advanced levels. This is an area in which the various agencies and organizations involved in the provision of learning opportunities should focus their efforts. It is clear, however, that there are limits to what can be achieved within existing frameworks. For example, the systems established at the municipal level to provide learning opportunities are affected by the difficulty of securing instructors and providing suitable programs in some fields of learning. As discussed in section 1, it is necessary to create structures for coordination and cooperation among the agencies and organizations involved in the provision of learning opportunities and to create an environment in which institutions of higher education and other institutions can be utilized more effectively.
