(3) Creating Diverse Learning Opportunities


Social education, cultural activities, and sports are all highly relevant to learning in the context of daily life. As part of efforts to provide diverse learning opportunities, these activities are being encouraged through the development of facilities, the training and pooling of instructors, and the provision of support for innovative projects. In addition, universities are being encouraged to become more open so that the learning systems of institutions of higher education can be used to meet the wide-ranging needs of the public. Under the revised Standards for the Establishment of Universities, universities and other institutions of higher education are working to provide advanced and specialized learning opportunities for the general adult population through such means as the introduction of special selection procedures for adult students and the establishment of special register systems for such students.

Other aspects of this process include public lectures and public access to school facilities, such as gymnasiums, sports grounds, and classrooms. These measures are being implemented at all levels of school education, from elementary and secondary schools to institutions of higher education. Various agencies and organizations are also actively involved in the provision of learning opportunities.
