(3) Changes in University Management and the Expansion of Autonomy
In the past universities were under the direct jurisdiction of the central government through university presidents. During the perestroika period university assemblies and councils consisting of teacher and student representatives were created as decision-making organizations. The aims of this change were to give universities greater autonomy and democratize their administration and management. As a result universities were enabled to deliberate and make decisions on various aspects of administration and management, including the selection of university presidents, educational and research activities, the establishment and management of chairs, the appointment of teachers, and financial administration.
