(3) Expansion of Nonuniversity Institutions of Higher Education in Technical Fields


Since 1990 the government has been increasing the number of student places in technical junior colleges that train middle-level technicians and in technical grandes ecoles. It has also been establishing new institutions of these types. These measures are designed not only to alleviate a shortage of engineers and technicians but also to reduce the concentration of students in universities by encouraging graduates of technical high schools to enter institutions of these types.
