The inadequacy of university facilities and equipment has prompted the government to formulate the " Year 2000 University Plan," which has been underway since 1991. Measures under this plan include the creation of seven new universities, 160 new departments in technical junior colleges, and 50,000 new places for students. The costs are being shared by the central and local governments.
