(1) Emphasis on Accountability


There has also been a strong emphasis on accountability in the United States. The demand for accountability became especially strong after state finances began to deteriorate in the late 1980s because of a prolonged recession and the resultant need to ensure the effective utilization of educational funds. As a result state universities came under severe pressure.

An increasing number of states are endeavoring to make state universities more accountable by comparing them on the basis of educational and research performance and other criteria. The results of these comparisons are made available to the taxpayers of the states concerned, and in some states are also reflected in budget allocations.
