2. Reasons for University Reform
(1) Progress in Scientific Research and Changes in Human Resource


The first reason for university reform is the rapid advance of scientific research and the accelerating trend toward interdisciplinary research. This situation is reflected in the expanding scope and increasing sophistication of education and research and in the need for a comprehensive, interdisciplinary approach.

The present situation is also characterized by rapid social and economic changes, including internationalization and the shift to an information-oriented society. This environment requires the development of creative human resources who combine advanced knowledge and technology with a broad perspective and the ability to make comprehensive judgments. There is also a need to train professionals in new fields that are not included in the traditional format of higher education. In addition, the business sector has been making various recommendations concerning the future of human resource development. ( Table 1.1 )

Furthermore, Japan's rising international status demands an increased international contribution to scientific research and human resource development. This is reflected in growing expectations that universities will play a central role in these areas. This new situation requires dramatic improvements in the education and research functions of universities and other institutions of higher education that are responsible for the encouragement of scientific research and the development of human resources.
