PART II Recent Trends and Developments in Government Policies in Education, Science and Culture
Chapter 9. Toward a Culture-Communicating Society
Section 3. Promoting Local Arts and Culture
3. Improving and Enriching Local Cultural Facilities

As centers for local culture, public cultural facilities play an important role in the improvement of local arts and culture by providing opportunities for local residents to enjoy music, drama, and other performing arts and by providing venues for the presentation of other cultural activities. The Agency for Cultural Affairs has traditionally provided subsidies for the construction of public civic halls.

Subsidies are also provided for the construction of concert halls with advanced facilities, such as audio systems and stage facilities, and genre-specific halls, such as theaters designed especially for stage performances. These facilities are needed to meet the demand in local communities for opportunities to experience performing arts on a sophisticated level. The Agency supports local cultural activities in various other ways, as well, including the provision of training programs for art management personnel in order to improve the quality of personnel and ensure the efficient management of public cultural facilities.
