The Japan Arts Fund was established to foster an environment for broad-based community involvement in artistic and cultural activities and the creation of new culture and to provide a stronger foundation for these activities. The fund's endowment of 61 billion yen consists of a 50 billion yen government endowment and 11 billion yen in donations from the private sector. Earnings from this endowment are used to provide financial assistance for a wide range of artistic and cultural activities. In fiscal 1994, its fifth year of operation, the fund provided grants totaling 2,079.9 million yen (excluding activities subject to ongoing evaluation).
