2. Enhancing Government Systems for Promoting Culture


As part of its efforts to provide a stronger impetus for cultural activities, the Agency for Cultural Affairs has enhanced its systems for promoting culture through the following organizational changes, which took effect in July 1994.

1. The Cultural Development Division and Arts Division of the Cultural Affairs Department were merged to form the Arts and Culture Division. The purpose of this change was to provide a unified system for efforts to promote and disseminate culture and to promote the arts across a wide spectrum that encompasses both professional and amateur activities.
2. The Regional Culture Development Division was created within the Cultural Affairs Department. This change, undertaken in response to the accelerating trend toward the promotion of local culture in recent years, is designed to enhance information distribution functions of the "software" aspects of cultural programs, such as planning and management, and to improve policy planning and proposal capabilities relating to the promotion of local culture. The new division will also function as the Agency's interface for local culture promotion activities.
3. The Office for Support for the Arts and Culture was established within the Arts and Culture Division to provide increased private-sector support for artistic and cultural activities.
4. The Office for Planning of Cultural Property Protection was established within the Traditional Culture Division of the Cultural Properties Protection Department. The purpose of this move was to create a system for overall planning and proposal activities relating to the protection of cultural properties and for the integrated promotion of administrative measures in this area.
