5. Promoting Sports-for-All to Meet the Needs of an Aging Society


The special needs of the elderly and people with disabilities need to be taken into account in implementing measures to promote sports-for-all in order to accommodate the increasing number of people wishing to participate in sports. The Ministry of Education, Science and Culture conducts surveys of fitness and ability levels among people between the ages of 6 and 59. In fiscal 1994 the Ministry commenced research and surveys concerning the development of fitness tests for the elderly (60 years and over) to cope with the increasing number of elderly sports participants. This project will lead to the development of new fitness tests for use in monitoring the fitness levels of elderly people and the implementation of appropriate measures.
