The training of human resources capable of providing guidance in the use of educational media is a vital priority in order to ensure the appropriate and effective use of these media in education and learning activities. Organized and systematic training of specialists in this area is provided through programs operated by the central government, prefectural governments, designated cities, and municipalities in accordance with the Training Curriculum Standards for Audiovisual Education. The Ministry of Education, Science and Culture provides subsidies for training programs operated by prefectural governments and designated cities. In fiscal 1993 a total of 5,285 people underwent training as specialists.
