1. The Need for Out-of-School Activities for Youth


In recent years the decline in the educational functions of families and communities have led to an excessive reliance on school education. There is increasing concern about the resulting lack of opportunities and time for young people to enjoy rich experience of activities in everyday life.

In the context of school education, efforts are being made under the new Courses of Study, which are based on a new concept of scholastic ability, to remedy the inadequacy of experience in everyday life and hands-on activities through such measures as the establishment of "life environmental studies" as an elementary school subject and the expansion of outdoor nature classes and labor-experience learning. It is also necessary to consider ways to enable young people to enjoy a rich variety of experience in everyday life and hands-on activities in the context of out-of-school activities.
