1. The Importance of International Scientific Exchange


In recent years the trends toward internationalization and interdependence have affected all sectors of Japanese society. These changes, together with the increasing scale and sophistication of scientific research, have heightened awareness of the need for international exchange and cooperation. Meanwhile, Japan's growing economic strength and the rising level of scientific research in Japan have raised expectations that Japan will contribute to the international community through scientific research.

On July 21, 1994, the Science Council made three proposals in a report titled "On the Promotion of International Scientific Exchange." The proposals were

(1) development of a world-standard domestic research base,
(2) development and enhancement of systems for accepting foreign researchers, and
(3) promotion of international scientific exchange in which Japan takes the initiative.
