10. Conducting Research Under the New Program System


In July 1989 the Science Council submitted a proposal titled "New Strategies for Promoting Scientific Research: A New Program for the Development of Science." In line with this proposal, the Ministry of Education, Science and Culture is implementing the New Program system, which calls for the mobile and flexible determination of research fields in order to provide an appropriate response to current trends in scientific research, for the prioritized input of researchers and research funds, and for the promotion of group research and the development of joint-research systems. The aim of the system is to encourage research activities that will lay the foundations for the advancement of scientific research. A total of 12 research themes were selected for fiscal 1994, including studies of the intracellular signaling network and a comprehensive study of the Japanese language in the international community.
