3. Prefectural Lifelong Learning Promotion Plans


Prefectures have formulated numerous basic plans and concepts for the promotion of lifelong learning on the basis of deliberations by lifelong learning promotion conferences and lifelong learning councils. As of October 1993 a total of 37 prefectures had established such basic plans or concepts. At the municipal level, many communities have declared themselves "lifelong learning communities" and are encouraging lifelong learning. As of October 1993 there were 54 such municipalities. The Ministry of Education, Science and Culture is supporting these activities by implementing Projects for Model Communities of Lifelong Learning.
