Educational reform is now being implemented through a variety of measures based on the above-mentioned reports. The principal measures are summarized as follows. (For details of measures in individual areas, refer to part 1 and to subsequent chapters in part 2.)

A variety of policy tools, including legislation, budgets, taxation systems, and policy financing, are being utilized in educational reform. The aims of this wide-ranging educational reform include the achievement of respect for the individual, the transition to lifelong learning, and the ability to cope with social change through the development of more flexible systems and the expansion and diversification of policies.
