(3) Policies for Enrichment of Out-of-School Activities for Youth



1) In regard to measures for coping with the implementation of the five-day school week, the Ministry, through issuing circulars, notices, (holding) various councils and other means, is requesting boards of education and related organizations to cooperate in enriching out-of-school activities for youth in addition to endeavoring to elicit a wide base of cooperation and acceptance of the system from families through: dissemination of the results of council deliberations, case studies, collections of examples and leaflets, making use of government press and information services and other means.

Further, in order to promote various activities for children on school holidays, the Ministry is funding "programs for promoting community circle activities for boys and girls." In addition, local allocation taxes are granted to children whose parents are not at home on Saturday school holidays, and various subsidized programs such as social education, sports and cultural and volunteer activities are being made use of.

From the viewpoint of the implementation of the 5-day school week as a step towards a lifelong learning society, as a result of the "September 12th Campaign" a variety of projects related to out-of-school activities for September 12th were developed with the cooperation of businesses and related organization and institutions.

2) Regarding enrichment of community activities for youth, the Ministry is conducting activities for youth including promotion of "programs for frontier adventure" where young people are given the opportunity to experience self-sustaining outdoor living in a rich natural environment (around 10 days) and "special programs for promoting young people's understanding of their home communities" projects through which young people gain comprehensive knowledge about their home communities and based on this experience engage themselves in practical community activities. In addition the Ministry is conducting other projects for the promotion of volunteer, community and other activities.

3) The Ministry is supporting the enrichment of youth organizational activities through: subsidizing training courses for the leaders of prefectural youth organizations; the organization of training courses for leaders at national institutions for youth education and the provision of subsidies for nationwide activities of youth organizations.

4) In regard to improvement of youth education facilities, so that young people can have the opportunity for group living in a natural setting, the Ministry is providing subsidies for improving public youth education facilities as well as establishing and improving National Youth Centers and National Children's Nature Centers. Furthermore, reconstruction works started in fiscal 1991 for the comprehensive and systematic development of the National Olympic Memorial Youth Center as "a comprehensive youth center for the 21st century.".
