Chapter 7. Promotion of Physical Education, Sports and Health Education
3 Promotion of Sports for All


One of the basic prerequisites for enabling people to enjoy physical education and sports and thereby live a healthy life is the development and improvement of sports facilities. The Ministry has been subsidizing the development and improvement of sports facilities which offer community people space for their sports activities. It has also been encouraging the opening of school facilities to the community for physical education.

Now that people's need for sports activities have become increasingly diverse and advanced, community sports leaders and instructors are requested to acquire higher competence in their fields. With this in view, in January 1987, the Ministry created a system for accrediting qualification examination programs for community physical education leaders and instructors. By June 1991, 47 examination programs were accredited in various sports areas.

In addition, the Ministry has been carrying out a variety of programs to promote sports activities relevant to age and physical strength, including: granting subsidies to local governments for their various programs for promoting sports activities; organizing a National Festival of Sports and Recreation; and organizing a nation-wide annual Convention on Sports for All.

Taking into account the important roles which sports organizations have played in the promotion of sports in this country, the Ministry will further promote programs for fostering and assisting these organizations.
