Corresponding to an increase in the needs of the whole society for lifelong learning arising from various factors such as the expansion of people's leisure time, there is a growing expectation that the higher education system will adequately respond to such social needs by making the modes of learning more diverse and adopting more suitable devices for evaluating learning achievements. Also, the respective institutions of higher education are expected to make wide-range contributions to their localities, as a center of cultural activities and as a member of the local community.
