(2) Lifelong Learning Festivals

Since 1989, the Ministry has held an annual nation-wide lifelong learning festival with the aim of providing a large number of people with an opportunity to exchange experiences related to lifelong learning activities. The festival is intended to stimulate interest in lifelong learning and to encourage them to participate in learning activities. From November 1 through November 5, 1991, the third festival entitled "Manabipia (Learning Fair) '91 in Oita" was held in Oita Prefecture with the general theme of "New Winds-Lifelong Learning" and with the local theme of "Individual Learning for a Richer Tomorrow".
