PART 2 Recent Trends and Developments in Government Policies in Education, Science and Culture
Chapter 1. Implementation of Educational Reform
2 Progress of Educational Reform
(3) Activation of Local Educational Administration

The local board of education has a tremendous role to play in comprehensively and effectively carrying out the various measures in educational administration. In order that these local boards of education may perform their roles and functions adequately, they should be further activated. In December 1987, in accordance with a report from the Consultative Committee on the Activation of Local Boards of Education, the Ministry sent a circular to all prefectural boards of education and governors requesting them to take appropriate action. In addition, the Ministry decided to allow teachers at national universities to become members of local boards of education. Further, the Ministry has taken relevant measures for contributing to the further improvement of the in-service training of members of local boards of education, as well as administration staff members. Since 1991, the Ministry has organized symposiums on the activation of local boards of education.

The Ministry will continue to offer its support to local boards of education. In return the local boards will carry out their roles and perform the functions expected of them.
