The Ministry of Education, Science and Culture is charged with the mission of the promotion and diffusion of science, as well as education and culture. Roughly speaking, there are two roles of the Ministry regarding the promotion of science. The first role is the support of a wide range of activities for establishing basic conditions for scientific research. The second is the encouragement of outstanding research activities of a creative and pioneering nature, as well as those in fields which society has deemed particularly important.
In order to fulfill this task, the Ministry pursues a variety of measures such as :1) establishing and improving national universities, national inter-university research institutes, other university-related research institutes, and those operated directly by the Ministry, 2) providing subsidies to public and private universities and non-governmental institutions for research funds and equipment expenses, 3) awarding grants-in-aid for furthering outstanding scientific research, 4) promoting scientific research in specific areas of importance such as space science, life science, etc., 5) encouraging research cooperation between university and industry, 6) training young researchers, 7) providing subsidies to the Japan Society for the Promotion of Science, 8) promoting international exchange and cooperation in science, and 9)improving the science information systems.
The Science and International Affairs Bureau acts as the secretariat for these activities in cooperation, when necessary, with the Higher Education Bureau and other relevant bureaus and departments.
