Exchanging researchers within the university community or with institutions organizations outside this community is extremely important for the mutual heightening of the research impetus.

Concerning faculty members at universities, comments are made about the lack of eagerness to widely recruit capable staff. This results in teachers taking advantage of their guaranteed status and neglecting their research activities. The mobility of researchers, therefore, should be further promoted by such means as the expansion of visiting professorships and joint research systems, the encouragement of open-door policies of research institutes, and the promotion of cooperative research between universities and industrial or governmental research institutes. The introduction of new employment systems such as the optional term in office and the contract appointment should also be explored.
