5 Policies Concerning the Japanese Language, Copyright and Religious Affairs
(2) Copyright System
The copyright system is aimed at specifying and protecting the
rights of authors of printed materials, performances, phonograms, broadcasting
programs and others, and at helping people properly enjoys these cultural products
of mankind. The system provides an important basis for the nation's creative
cultural activities,
The Agency for Cultural Affairs has been endeavoring to take
legislative and other measures to update the copyright system on the basis of
the deliberations by the Copyright Council. With regard to the legal protection
of the right of publishers against the growing, use of photocopies of publications,
in June 1990 the Council published a report in which it recommended that publishers
be given the right to claim remuneration from the users of photocopies of their
publications. The Council is now considering copyright issues arising from the
emergence and spread of private recording, video tape recording and other ways
of using literary, music and other works.
