(1) Learning Opportunities for Adults


Supported by the social changes such as the growth in income level, the increase of free time and the progress of science and technology, learning activities of adults have increased. Learning opportunities to meet this need have grown ; namely, classes and courses are organized by boards of education, learning programs are promoted by prefectural governor's offices and municipal mayor's offices, and culture centers operated by private parties are also popular. Systematic cooperation and collaboration shall be pursued among educational programs including those undertaken by private organizations, due attention being paid not to create regional imbalance in educational opportunities. Consideration is given to the use of social correspondence education courses as a learning system for individuals and also, in the spirit of fundamental human rights, "Dowa" education is being promoted in the area of social education.
