(2) New Development of Social Education, Cultural Activities and Sports


Various public programs to promote social education, cultural activities and sports for all have been undertaken. Further promotion of these programs is of vital importance.

Moreover, in recent years, private educational enterprises have been increasing particularly in the metropolitan areas. Their present status and development need to be taken into consideration, and cooperation with them will become necessary, while keeping in mind the primary role of public programs. Policies to encourage learning are equally important. With this point in mind, the Ministry of Education, Science and Culture is promoting a system for testing and recognizing various cultural and athletic skills and a system for registering various kinds of volunteers.
