11. Promotion of "Dowa" Education


"Dowa" education is an issue related to one of the universal principles of mankind, the freedom and equality of man. It is also an issue related to the fundamental human rights guaranteed by the Constitution of Japan.

In view of the importance of education in the solution of the "Dowa" problem, therefore, the Ministry of Education, Science and Culture has been promoting the fundamental human rights among our nationals through school education and social education ; it has also been trying to promote "Dowa" education on the basic principle or trying to eliminate the gaps in education and the improvement or the educational and cultural standard in the regions concerned.

In FY 1989, in order to further enrich "Dowa" education in schools, a program of designated pilot schools for study was expanded. The Ministry also continues to designate regions to promote "Dowa" education and hold consultative meetings on "Dowa" education.

Furthermore, the Ministry provides subsidies to prefectures and designated cities for their promotiona1 programs to encourage school enrollment of children of "Dowa" families in the designated regions who cannot afford otherwise to attend upper secondary and other schools, and the Ministry has increased percapita provision for such scholarships.
