1. Overview


Our elementary and secondary education has aimed at the maintenace of equal opportunity and the improvement of educational standards by adopting various measures in terms of the educational content and personnel as well as facilities and equipment.

A criticism is made, however, that although systems and measures so far adopted have been effective in the quantitative expansion of education and the improvement of the standard of education as a whole, the uniformity and the rigidity of the systems and their operation may not be appropriate in view of rapid socio-economic changes and perspectives towards the future. Thus, improvement on the current systems and measures is felt to be in need.

In the perspective that our elementary and secondary education shall lay the foundation of lifelong learning, positive measures ought to be promoted in terms of the improvement and enrichment of educational content, the diversification and flexibility of systems particularly of upper secondary education, the improvement of the quality and ability of teachers, and the improvement and enrichment of educational conditions, putting more emphasis on individual traits of pupils and aiming at further development of the traits and varieties of inherent abilities of pupils.
