Comparison between the working population in 1960 and that in 1970 classified by educational background shows that the number of those finishing "compulsory education, etc." declined by 1.5 million pmons, that of those finishing "upper secondary education" increased by 7.3 million and that of those finishing "higher education" increased by 2.6 million. As a consequence, the proportion of those finishing education at the "upper secondary education" level and above rose in every type of occupation which indicates the trend toward increase in the working population with a higher educational background.

Meanwhile, as regards the distribution of occupation classified by educational background, the proportion of those employed in "agriculture, forestry and fishery" declined at every level of educational background, in reflection of the change in industrial structure during this period. It is noticeable, above all, () that the type of occupation engaged in by the largest proportion of those finishing "compulsory education, etc." shifted from "agriculture, forestry and fishery" to "production and transport", and () that, of people finishing "higher education, the proportion of those engaged in "sales and services" was taking an upward turn.
