In order to promote improvement, expansion and repletion in the various types of equipment essential to educational activities in various schools at the upper secondary school level and below, the following financial assistance is provided by the national government.

For teaching materials and aids in schools of compulsory education, the national government has been bearing a specified portion of the necessary expenses since 1953-half of those expenses since 1958-under the terms of the Law Concerning the National Treasury's Share of Compulsory Education Expenses (Law No. 303 of 1952). In 1967 the Standards Regarding Teaching materials, which are fundamentally required in putting into effect the teaching content specified in the Course of Study, were defined, and, on the basis of those standards, the 10-year plan for teaching material improvement and repletion, starting in the 1967 fiscal year, was mapped out, under which a half of the \160 billion, which is equivalent to 70% of the totaI cost involved, has beeru disbursed by the national government

Further, the five-year plan for the repletion and jmprovement of teaihing mfterifls necessary for club activities in lower secondary schools was formtilated and begun in fiscal 1972, under which a half of the \6 billion required for the purpose has been borne by the national government. Also, in upper secondary schools, the funds needed for the repletion of equipment necessary for club activities have been subsidized under the fiye-year plan that started in fiscal 1973.

As regards sciehce education equipment, under the terms of the Law for the Promotion of Science Education (Law No. 186 of 1953), the national government has been providing local and private elementary, lower secondary, upper secondary and special education schools with a portion of the necessary expenses for improvement and repletion of such equipment. With the medium-tern plan, formulated in 1954, 1961 and 1966 respectively, having already been completed, the seven-year plan is now under way in conllorrnity with the terms of the current Course of Study, having begun in fiscal 1971 for elementary schools, in fiscal 1972 for lower secondary schools and in fiscal 1973 for upper secondary schools and special education schools respectively.

As for the equipment dealing with industrial education, the national government has been providing financial assistance under the terms of the Law for the Promotion of Industrial Education (Law No. 228 of 1951), to help cover the expenses for the repletion of equipment dealing with industrial education in upper secondary schools and of equipment required in the industrial arts & homemaking course in lower secondary schools. Furthermore, in order to promote part-time and correspondence education, the national government has been subsidizing a portion of the expenses necessary for the improvement and repletion of various equipment in part-time and correspondence upper secondary schools, according to the terms of the Law for the Promotion of Part-Time and Correspondence Education in Upper Secondary Schools (Law No. 283 of 1953).
