a Salary System


The types of salary tables, the factors determining starting salary, and so forth, for national and local school teaclaers in selected countries are outlined in Table 3 -6.

In Japan, the salary table applied to national school teachers under the terms of the Law Concerning Salaries of Personnel in General Service is classified into four types namely, that applied to teachers of kindergartens, elementary and lower secondary schools, that applied to teachers of upper secondary schools, that applied to technical college teachers and that appuied to the teaching stall of universities and junior colleges.

The types of salary tables in foreign countries are varied.

In nearly all of the countries surveyed here, the starting salary is determined in consideration of such factors as educational background, qualifications such as possession of specified certificates, etc. and the years of work experience.

In Japan, while the salary increase for elementary and secondary schoolteachers takes place once a year in principle, there is also the system of special salary increase offerred to those who have performed outstandingly in their work. In England and Males, the salary increase takes place once a year, as in the case of Japan. In the United States, it is also offered once a year in general. In France, however, the interval between salary increases is classified into three levels from one year and three months to four years and six months, depending on the teachers' performance of their teaching duties. In the Federal Republic of Germany, the salary increase takes place every two years, and in the U.S.S.R., it is offered on each of the fifth, tenth and fifteenth years after recruitment.

Next, the levels of starting salary and salary ceiling for elementary and secondary school teachers are shown in index in Table 3-7, with the standard starting salary as 100. In foreign countries, the amount of starting salary differs according to the educational background (in the United States and England & Males), teachers qualifications (in France) or the types of schools to which assigned (in the Federal Republic of Germany) . The ratio of salary ceiling to the starting salary is the highest in England & Wales, followed by Japan, and is the lowest in the U.S.S.R.
