The percentage which the total public education expenditure is of total governmental expenditure is now considered and the percentage in Japan will be compared with that in each of the other leading countries. Governmental expenditure as now considered means the total amount of the total financial outlay of central and local governmental agencies (net total, excluding over-lapping expenditure represented by grants and subsidies).
It is noted that the percentage rose continuously until 1957, and that thereafter it dropped continuously except in 1961.
The scope of the governmental expenditure reported is not always uniform for all the countries. The greatest variable, however, probably is in amounts appropriated for the support of the military establishment. In Table 60, percentages are computed separately on the basis of total governmental expenditure excluding the military and including the military.
