(2) Number of Upper Secondary School Students by Type of Course


Of 4,630,000 upper secondary school students in 1964, 2,730,000 (59.1%)were in the general education course and 1,900,000 (40.0%) in vocational and technical education (l7.0% commercial, 1l.2% industrial, 5.6% homemaking, 5.7% agricultural and fishery course and O.2% others).

During the period of ten years from 1954 to 1964, the total number of upper secondary students increased a little over 1.8 times. The greatest increase was in the industrial course, followed by the commrcia1 course. The smallest increase was in the agricultural course. This trend reflected the increase in the secondary and tertiary industry population and the decrease in the primary industry population. The primary industry population decreased 22 per cent during the period 1952-1962, while the secondary and tertiary industry population increased by 54 and 44 per cent, respectively, during the same period.

The Ministry of Education has, since 1958, been carrying out a plan for increasing the enrollment of industrial upper secondary schools in order to train larger numbers of technicians, which no doubt helped increase the number of students in the Industria1 course. Based on the national economic plan, this plan effectuated an increase of about 10,000 students in the enrollment of the industrial upper secondary schools during each of the two years 1958 and 1959. Further, it has been decided under the plan now being carried out that the enrollment be increased by 58,000 students for the period of 6 years, 1960-1965.
