I heard that the university and professional training college entrance qualification systems have been amended recently. In what ways have they been amended?

Answer

The university entrance qualification is a necessary qualification for taking a university entrance examination. In September 2003, MEXT amended the Enforcement Regulations for the School Education Law (MEXT ordinance) and amended the related notifications.

Specifically, anyone aged 18 years of age or above who meets the following conditions will now be granted the university entrance qualification.

1) Those having graduated from a foreign school (12-year course) approved by an international evaluation organization

(International evaluation organizations: Western Association of Schools and Colleges (WASC), Association of Christian Schools International (ACSI), European Council of International Schools (ECIS))

2) Those having graduated from an educational institution positioned in the school education system of a foreign country with a course of study equivalent to the foreign schools (12-year school course) that are equivalent to the level of an upper secondary school in Japan
3) Those recognized as having academic ability equivalent or greater to one who has graduated from an upper secondary school, through an individual entrance qualification assessment conducted at a university.

At the individual entrance qualification assessment in 3), determining whether a student has academic ability equivalent or greater to one who has graduated from an upper secondary school is assessed based on:

Learning history at special training colleges and miscellaneous schools, etc., and individual learning history including credits earned as a special register student at a university
Practical experience and qualifications earned in society, etc.
These assessments are introduced and implemented at the discretion of each university, and are only valid at universities that have had them approved.

Through these amendments, it is hoped that university learning opportunities will be further expanded for those who have motivation and ability.

In addition, professional training colleges are now treated in the same way as universities.
