   Reference Higher Education Reform Q&A?
   Question3

What improvements are being made for university entrant selection?

Answer

University entrant selection determines whether a student has the ability and aptitude suitable for receiving an education at a specific university. The selection procedure has been repeatedly improved until now in the constant pursuit of better methods, based on each university's autonomy as the first step of university education, as well as its objectives, distinctive characteristics and traits of specialized fields.

Diversification of entrance examinations

In recent years, the university entrant selection of each university has undergone a diversification of selection methods and diversification of assessment criteria, including the implementation of not only scholastic tests, but also interviews, essays and listening tests, the adoption of admission on recommendation, and special selection methods for adult students and children returning from overseas.

Each university is also steadily working to achieve innovation and improvement of its entrant selection. In FY2003, the entrance examinations of 337 national, public and private universities included the implementation of an admissions office entrance examination, which is one of the detailed selection methods that comprehensively judges items such as an applicant's ability and aptitude, motivation for learning and sense of purpose.

Improvement of the National Center for University Entrance Examinations (NUCEE) examinations

In addition, the following various improvements have been pursued since FY2000 for the NUCEE examinations, which are used by all national and public universities, and at least 70 percent of private universities:

1) Introduction of the Korean language (implemented from 2002 entrant selections)

2) Use of multiple years of academic achievement (implemented from 2002 entrant selections)

3) Disclosure of test grades to students (at each university from 2001 entrant selections, commencement of disclosure by the NUCEE from 2002 entrance procedures)

4) Participation of junior colleges (participation from the 2004 NUCEE examinations)

5) Setting questions that are consistent with the new Courses of Study - including the introduction of an English language listening test (planed to be implemented from the 2006 NUCEE examinations).

MEXT will continue to work towards the improvement of university entrant selections, while taking into consideration reports of the Central Council for Education, etc.
