2   Initiatives for Educational Reform from Citizens


Economic organizations and corporations are becoming more active in assisting the education within and outside the school.

  For example, the Japan Association of Corporate Executives took the initiative to work as the matchmaker between schools and corporations in carrying out: {1} the dispatch of corporate executives and businessmen to school for lectures; and {2} lectures and exchanges of views at teacher training sessions. In addition, some corporations are establishing facilities to assist local outdoor activities and volunteer activities of university students, and introducing a volunteer leave system with the aim of encouraging their workers to participate in the educational activities of the local community.

  Also at the local level, in addition to initiatives taken by local governments, private organizations such as economic organizations and non-profit organizations, serving as main supporters of local education, are taking initiatives to support various local education initiatives within and outside schools.

  From now, it will be necessary to make efforts at both the national and local levels to further strengthen cooperation with such private organizations and to promote education in local communities.

Initiatives by Private Organizations

- Junior Achievement Initiative

Junior Achievement is the world's largest economic education organization (a non-profit organization). It was established in 1919 and currently is active in 110 countries. In Japan, the headquarter was opened in 1995. It carries out a Student Company Program for lower and upper secondary school students, in which students establish companies within the school to simulate corporate activities. In so doing, they use the Management and Economics Simulation Exercise, through which students experience the corporate decision-making process, and engage in dialogue at the schools with dispatched corporate executives and workers. Through the free provision of these programs and various educational materials, Junior Achievement is trying to develop the aspects of social adaptability (an ability to live) that all youths will need in the future, including accountability, decision-making ability, courage to express opinions different from others, and generosity to accommodate different opinions and wide perspectives, all so that young people can understand the social systems and functions of the economy in a correct manner and choose and design their lives on their own initiative regardless of changes to the social situation.

- Japan Junior Chamber, Inc. Movement to Produce Local Resident Teachers

The Movement to Produce Local Resident Teachers is a specific and grassroots initiative being carried out by the Japan Junior Chamber, which stresses the importance of education in the local community.

  In the movement, based on the idea that "local children are fostered by the local community," local adults as the senior members of the community, play the role of teachers and through familiar concepts convey to children the "human mentality" and a "zest for living." This then leads to the growth of the next generation of adults with "human strength" as "human beings with creativity and rich sensitivity" who will survive the coming age.

  As an example, local adults make casual conversation with students going to or from school about the town they live in. As well, elderly people tell stories of how they built the current affluent society, teaching games from the past and sometimes holding serious exchanges outdoors on issues such as the environment and nature.
