(1)   Self-monitoring and Self-evaluation


The first step of introducing the principle of competition among the universities is the appropriate evaluation of their educational and research activities. Currently, each university conducts self-monitoring and self-evaluation in various ways. For the improvement of educational and research activities, the proper functioning of a 'plan-do-see' cycle is essential.

  Each university is required to publish the results of its self-monitoring and self-evaluation. It is also a duty of each university to make efforts to ask audit by a third-party concerning the results of the evaluation.

  Examples of self-monitoring and self-evaluation in universities are as follows:

- Evaluation on teaching in classes by students.
- Self-study by the teaching staff on their educational and research activities.
- Evaluation by external experts.

  As to the publication of the results of evaluation to society, some universities make effective use of websites, and visual presentation through graphs and figures.
