To make each university more individualized and dynamic, various measures have so far been taken. These include making curriculum adjustments and diversifying class schedules, allowing more flexibility in admission requirements and the term of study, revising procedures to approve the establishment of a university or department and introducing a fixed-term employment system. In addition, with respect to national universities, university councils and faculty meetings have been reformed and advisory councils comprised of outside experts set up.

  As part of these university administration reforms, the Standards for the Establishment of Universities and the National School Establishment Law were revised in March and June 2001, respectively. As a result, each national university became able to allocate its teaching staff more flexibly, not being confined to specific courses or subjects.
