1   Basic Idea


The success of school education depends considerably on the quality and ability of teachers who have direct contact with children. In particular, given that education bringing up a "zest for living," including self-learning ability and rich humanity, is called for amid the rapidly changing world, it is increasingly important to secure fine, able teachers.

  The quality and ability of teachers are formed through phases of university education, recruitment and in-service training. Relevant measures in each phase should be systematically implemented to improve them. From this standpoint, MEXT has been making the following efforts.
