Section 3:   Promotion of the Education Reform Plan for the 21st Century


On the basis of the Recommendation Report by the National Commission on Educational Reform, submitted in December 2000, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) developed the Education Reform Plan for the 21st Century in January 2001. In the context of the perspectives described in the preceding section, the Plan presents the whole picture of the educational reform agenda to be addressed going forward and also offers time schedules for specific major policies and measures to be addressed.

  Of these policies and measures, those that had to be addressed urgently were taken care of through the enactment of six educational reform-related bills at the ordinary Diet session of 2001, with necessary appropriations provided under the FY2001 budget. The Central Council for Education has been asked to consider how the new Fundamental Law of Education should be shaped to respond to the needs of the era as well as the formulation of the Basic Promotion Plan for Education.
