Background

In recent years, there has been extraordinary progress on efforts promoting international collaboration to facilitate higher education mobility among the ASEAN Plus Three countries. Such efforts include the launching of the ASEAN Plus Three University Network (AUN), ASEAN International Mobility for Students (AIMS) and the CAMPUS Asia project.

Ensuring quality assurance and promoting mobility in higher education are extremely important for developing top-caliber human resources capable of succeeding internationally, particularly throughout the Asia region.

“The ASEAN Plus Three Plan of Action on Education: 2010-2017” (hereinafter, referred to as “Plan of Action”) was adopted at the First ASEAN Plus Three Education Ministers Meeting (APT EMM) on 4 July 2012 in Yogyakarta, Indonesia. The meeting’s outcome emphasized the need to strategize and implement activities related to ensuring quality assurance and promoting mobility in higher education.

At the APT EMM, Japan proposed establishing an ASEAN Plus Three Working Group on Mobility of Higher Education and Ensuring Quality Assurance of Higher Education (renamed as "Working Group on Student Mobility and Quality Assurance of Higher Education among ASEAN Plus Three Countries" in 2017. hereinafter, "Wourking Group" ) to actively promote quality assurance-related activities, particularly those identified in the Plan of Action. The proposal called for regular meetings of the Working Group to share outcomes and challenges from relevant projects and programs implemented in different countries.

Working Group Mission Statement

“To strengthen and facilitate policy dialogue, coordination, collaboration and promotion of quality assurance and mobility of higher education amongst ASEAN Plus Three countries, with an emphasis on (but not limited to) strategies and activities related to development of the credit transfer system and harmonization of academic standards in the Plan of Action.”

Scope of Activity

The Working Group shall focus on strategies of the Plan of Action as well as other projects and programs that will contribute to the promotion of mobility and quality assurance in higher education collaboration. The Working Group shall also prioritize implementation of the following activities:

・Sharing information on projects and programs related to quality assurance and mobility in higher education,
・Promoting capacity building related to quality assurance for policy makers and members of the related higher education institutions,
・Expanding networks and increasing communication and interactions between policy makers and members of the related higher education institutions, and
・Proposing and implementing collaborative projects and programs for ASEAN Plus Three countries.
