On April 25, Hiroshi Masuko, Deputy Minister of MEXT, and Jill Hruby, Administrator of the U.S. Department of Energy’s National Nuclear Security Administration (DOE/NNSA), agreed to cooperate under the U.S. DOE's Pro-X initiative for nuclear nonproliferation and nuclear security and agreed to proceed with efforts to improve nuclear proliferation resistance during the design phase of the new research reactor at the Monju site.

 The Pro-X (Proliferation Resistance Optimization) program is a DOE/NNSA effort, launched in 2019, to incorporate proliferation resistance concepts beginning in the design phase of research reactors.
 On April 25, Mr. Hiroshi Masuko, Deputy Minister of MEXT, and Ms. Jill Hruby, Administrator of the NNSA, agreed to proceed with   Pro-X activities through the cooperation between Japan and the United States.
 As part of this cooperation, they agreed to proceed with efforts in the design stage of the new research reactor at the Monju site, which is led by the Japan Atomic Energy Agency (JAEA) and expected to be widely used for education, training, and research. They also agreed to advance cooperation to increase the proliferation resistance of research reactors in emerging nuclear power countries including the Asian region.
 MEXT will promote this initiative in order to improve nuclear nonproliferation and nuclear security, which is a common goal of both countries.
