Regulations for Publication of the National Research and Development Agency Council of the Ministry of Education，Culture，Sports，Science and Technology（MEXT）

Pursuant to the provisions of Article 9 of the Cabinet Order for the National Research and Development Agency Council of MEXT（Cabinet Order No．193 of 2015），the regulations for publication of the National Research and Development Agency Council of the MEXT shall be provided as follows：

（Purpose）
Article 1 Publication procedure of the National Research and Development Agency Council of MEXT（hereinafter referred to as the “Council”）and necessary matters concerning publications of other councils，in addition to what is provided for in Administration Regulations of the Council（hereinafter referred to as the “Administration Regulations”），shall be provided by these regulations．

（Listening in Meeting）
Article 2（1）A person who intends to listen in on a meeting must be registered in advance by the Planning and Evaluation Division，Science and Technology Policy Bureau，the Ministry of Education，Culture，Sports，Science and Technology．
（2）A person who receives registration set forth in the preceding paragraph（in the next paragraph referred to as a "registered observer"），unless the Council has permitted，shall not enter a room after a meeting has started，and shall not take photographs，videotape or record a meeting．
（3）A registered observer，in addition to the acts prescribed in the preceding paragraph，shall not conduct any act to obstruct progress of a meeting．

（Publication of Meeting Materials）
Article 3 The chairperson must publish the materials distributed in the Council meeting．However，with respect to items that should not be published pursuant to the provisions of Article 6 of the Administration Regulations，the chairperson may choose not to disclose such materials after consulting the Council．

（Publication of Minutes）
Article 4 The chairperson shall create minutes of the Council，and shall publish them regardless of whether it is a public or a private meeting．However，when the chairperson finds necessary，after consulting the Council，all or part of the meeting minutes may be undisclosed．

（Publication of Gist of Minutes）
Article 5 The secretariat shall create a gist of minutes of the Council meeting and publish them in principle．

Supplementary Provisions
The regulations shall come into effect as from the date of the decision made by the Council （May 15，2015）．
