Special Provisions of Voting Rights

National Research and Development Agency Council of MEXT decisions

The rules for the special provisions of voting rights for the National Research and Development Agency Council under the Ministry of Education，Culture，Sports，Science and Technology are as follows：

（Special Provisions of Voting Rights）
Article 1 Under the provisions of Articles 4，paragraph 2 of the Administration Regulations for the National Research and Development Agency Council under the MEXT（hereafter referred to as the “Administration Regulations”），a person who has an interest in the National Research and Development Agency，is defined as one who falls under any of the following：
（1）A person，who participates in a planning and evaluation meeting for management and／or operation of the National Research and Development Agency，and receives rewards．（However，this provision shall not apply to a person who receives rewards for examining or giving professional advice concerning a publicly invited project，which is carried out several times a year．）
（2）A person，who continuously receives remuneration from the National Research and Development Agency for giving a lecture in the public lecture held by the Agency．
（3）A person，who is a full-time officer of an organization that belongs to the National Research and Development Agency，from which said organization receives money．
（4）A person，who applies for research work and receives research expenses allotted by the National Research and Development Agency．（However，this provision shall not apply to a person who receives research expenses as a researcher of shared research）．

（Number of Members with No Voting Rights）
Article 2（1）Under the Article 6，paragraph 1 of Cabinet Order for the National Research and Development Agency Council of MEXT（Cabinet Order No．193 of 2015），the calculation of the number of members and temporary members concerned with the proceedings shall exclude the number of those who have no voting rights．
（2）Under the Article 6，paragraph 2 of Cabinet Order for the National Research and Development Agency Council of MEXT，the calculation of the number of members and temporary members concerned with the proceedings，who attended the meeting，shall exclude the number of those who have no voting rights．
