学校数増加戦略から参加生徒数増加戦略へ

The IBO has a challenging mission‐To create a better and more peaceful world
． It is our belief that our high quality programs of international education
can help develop active and engaged citizens who will tackle the most serious
and pressing problems that face the world as it rushes towards globalization．
Growth focus： Growth is about more schools, regardless of location or socio‐economic
factors．
Access focus： Access is more students experiencing and benefiting
from an IB education, regardless of personal circumstances．

Strategy 1 ： Increase access in existing IB World Schools．
- 2007年4月に、財政的に困難な学校やIBプログラムへの参加増を見込んでいる学校に対して、資金を提供すると言う明確な目標を持った短期のIB基金が立ち上げられた。
- アメリカではIBWSでPYPを実施している学校の50％以上は、“タイトル1．”学校に認定されており、他の二つのプログラムでも認定される割合は増加している。
Strategy 2 ： Achieve a critical mass of IB World School in relevant
countries or areas．
- 最近何年かのわれわれの最も大きな成長分野は公立学校の分野である。今日総てのIBWSプログラムのうち56．5％は公的資金でまかなわれている。
- イギリスでは、2006年11月、ブレアー首相が、最大100校のIBWSを政府が支援して少なくとも各LEAに1校のIBWSを置くことを公表した。
- オーストラリアのクイーンズランド州では、“賢い州”を樹立するための一つの政策として、州政府は14億オーストラリアドルを投入して、カリキュラムとしてIBディプロマを教える学校に提供する。
- カナダのノヴァスコシア州では、州が「第2の人生プログラム計画」の一環として、州内の学校区に少なくとも一校のIBディプロマを持った学校を置くべく準備を進めている。
Strategy 3： Increase access by offering modified or new version of our
programs．
- オンラインでDiplomaを提供する案は、総合的な事務体系の形で開発され、現在広い範囲からの詰めの作業が行われている。この案を適用するために日は、試行プログラムの実施や調査のために、6年間にわたって6万ドルの投資が必要となる。
- われわれはドイツ政府との間で、いくつかのDiploma 教科をドイツ語で教えることが出来る混合言語のDiplomaプロジェクトを延長することに合意した。最初はドイツ語のために開発されたモデルが、いまではDiploma型の言語でも提供できるように準備されている。
- PYPやMYPのプログラムの教材を、日本語、トルコ語、インドネシア語、中国語、ロシア語、アラビア語、ポルトガル語に翻訳して提供する試みが、すでに実施に移されるか準備中である。
Strategy 4： Identify and fund initiatives that have the potential to dramatically
increase access by moving beyond our current operational paradigms．
- 2004年にIBは、ディプロマ・プログラムの枠組みを利用した国際職業関連教育（International
career‐related education framework）の開発を調査するための小さな実験プロジェクトをスタートさせた。
