(3)Textbook Administration

During this period, the work load of the Books Bureau vastly increased. Between 1936 and 1938, all the textbooks for middle level schools, higher schools and the preparatory course of universities were reviewed. Moreover the Bureau had to compile textbooks for National Schools, middle level schools, normal schools and youth schools in accordance with the provisions of the National School Order, the Middle Level School Order, the 1943 Normal School Regulations and Regulations for the Enforcement of the 1939 Youth School Order. Despite a general effort to reduce the number of the Civil Service, the number of the staff in this Bureau greatly expanded including Textbook Authorization Officers (Tosho Kanshukan).

To advise the Minister of Education on the editing of textbooks the Textbook Survey Committee (Kyokayo Tosho Chosakai) was established in May, 1941, replacing the former committees, and this Committee was given complete authority over the various processes. As the war progressed, the scarcity of materials for textbook production became a serious problem, as stated earlier.
